MCAs pass bill to regulate sand harvesting in Kitui

On Wednesday, MCAs in Kitui County Assembly passed a major bill that is aimed at regulating the multi-billion shilling industry currently controlled by cartels.

The Kitui County river basins and sand utilization bill,2023 seeks to restore wasted land that has gone on due to decades of unregulated sand harvesting.

The sitting was presided over by Speaker Kevin Kinengo Katisya. The bill was passed by acclamation since no member opposed it.

Chairman of environmental, energy and minerals investments committee Daniel Muange moved the motion which was seconded by his deputy Rose Kasyoka.

In thanking the ward representatives for passing the landmark bill, Speaker Kevin Katisya said that the law awaiting assent from Governor Dr Julius Malombe will deal a death blow to sand harvesting menace.

Kitui County Assembly minority leader Alex Nganga told the press that the new law will help regulate sand harvesting in the devolved unit. He challenged the county executive arm of government to ensure the sand harvesting raises revenue as it will have a close streamlining.
"Let us see the proceeds of sand harvesting through revenue generation" said Nganga.
