Top KCPE students in Mwingi North will get KSh10,000 bursary -MP

Students who attained 300 marks and above in Mwingi North constituency have a reason to smile as they report to secondary schools of their choice.

Speaking in Nyamanzei market in Kyuso Sub County, area MP Eng Paul Musyimi Nzengu assured parents and guardians of the students who scored over 300 marks will get a special bursary of KSh10,000 in addition to the funds they will get at location level.

The MP said that the funds are meant to boost the fees payment kitty for the learners as well as motivate them to put more efforts in their studies.
"Students who scored 300 marks and above will get a special bursary from my office to motivate them in their studies. Every student will get KSh10,000 in addition to what they will be allocated at the location level", said the Wiper legislator.

Whirlwind kills elderly woman in Mwingi

Confirming the incident, Kyuso Sub County Police Commander Nicholas Mutua said that when the wall made of dried soil bricks collapsed on her due to strong whirlwind, she died on the spot.

The elderly woman sustained serious injuries on her forehead when the strong wind blew off the house she was in.

The incident occured at Kai village , Tyaa Kamuthale sub location in Tyaa location at around 5.30pm on Friday.

The deceased's body was moved to Kyuso Sub County Hospital Mortuary awaiting postmoterm.

MYSTERY as police stumble upon a dead body in Ngomeni

Police in Kyuso Sub County discovered a body of an unknown male adult hanging from a tree in a thicket within Ngomeni Secondary School.

Kyuso OCPD told MWINGI TIMES that the man had a red shopping bag staffed in his mouth. "He had dried blood on the right eye side and some blood stains on his pullover" , explained area police boss.

Upon further search, police recovered a SIM card, KSh300, one face towel, red shopping bag and three male contraceptives.

Kyuso OCPD Nicholas Mutua added that the body did not have any other visible injuries. It was transported to Kyuso Sub County morgue awaiting postmoterm.

Kyuso man nabbed with 75 stems of bhang and 205 grams of dry leaves

Police in Kyuso township, Mwingi North Sub County have arrested a 37-year-old man in possession of cannabis sativa, popularly known as bhang.
Mr David Muema Kasi, a 37-year-old Kyuso town resident arrested by police cultivating cannabis sativa (bhang). He will be arraigned at Kyuso Law Courts tomorrow for possessing and cultivating the illicit plant./MWINGI TIMES 

An Occurrence Book seen by MWINGI TIMES detailed that David Muema Kasi had cultivated the bhang along a seasonal river that passes at his shamba.

When police arrived at the crime scene, they uprooted 75 plants, arrested the suspect and took him to Kyuso Police Station where he was detained.

The dry plant material suspected to be bhang was weighing 205 grammes.

Police kept the material as exhibit awaiting the suspect's charging in Kyuso Law Courts tomorrow.

Kyuso Sub County Police Commander Nicholas Mutua said the suspect will be arraigned in court tomorrow for possessing and cultivating cannabis sativa.

Mwingi police rescue suspect from lynching

A 35-year-old man was beaten by members of the public who alleged that he had been involved in a series of house breakings.

Confirming the incident, Mwingi OCPD Peter Mutuma said Kimanzi wa John had visible injuries on the face, swollen mandibles and blood was oozing from both ears and disfigured head caused as a result of the beatings.

Police rescued the suspected and rushed him to Mwingi Level Four Hospital for treatment.

Earlier, Ithumbi location chief Ms Elizabeth Makinda had told police that a person was lying motionless and bleeding profusely on the roadside adjacent to Yambyu Girls' Secondary School.

50 Mandongoi families sleep in cold after bandits displace them

Families in Mandongoi village in Mwingi North, Kitui County that have been displaced by banditry said on Thursday they were scared of returning to their homes.

About 50 families mainly from Kiseuni and Kanyunyi villages said efforts made by the government to restore security were not good enough to to make them go back home.

Speaking to reporters at Mandongoi Health Centre in Ngomeni Ward where they have pitched a makeshift camp, they said the government should plant security officers at the border of Kitui and Tana River counties.
"We want to see security officers way past our homes and farms so that they could stop the bandits who pose as camel herders from venturing into our area to cause mayhem," said Kilonzo Martha.

Martha said that after Interior CS Kithure Kindiki visited the area and held a security meeting at Mandongoi market, a contingent of GSU was deployed.

But she lamented that the security officers were inappropriately stationed at Mandongoi market and could not protect offer protection to their homes that were 12 kilometers away in Kanyunyi village.

She said that since the bandits killed, Stephen Kiilu, a fellow villager in late November and given that the armed camel herders were still roaming the area freely and arbitrary opened fire in the night, the thought of going back home was frightening and far fetched.

"The truth is that the killing of Kiilu was one too many. We are not going back to our homes only for another of our own to be killed in cold blood by the marauding and heartless armed camel herders," she said.

She spoke a day after a Good Samaritan, Rev. Dr. Euticauls Wambua, visited
the displaced persons camp at Mandongoi Health Centre and donated food stuff to them.

Another displaced person Peter Mwenga said they were faced with imminent food crisis as they were unable to access their farms that were over 10 kilometers away from the place they had taken refuge.
"These people are starring at serious food deficiency because since they ran away from their homes, they had not returned to their farms. We will have to depend of famine relief food for some time," he said.

A local pastor Jeremiah Nyayo said that the people living in makeshift camp were facing numerous challenges among them lack of food, lack clothing  and diseases related to the cold condition they have to make do with.

He said they required donations in terms of medical service, tents and clothing to keep children warn especially in the night.

Rev. Wambua who empathized with the condition they lived in, urged them to pray earnestly for God to provide a solution to their tribulations. 

The senior pastor at the Baptist Chapel of Nairobi said he would reach out to his partners and  friends to see whether he could mobilize some support for the displaced persons.

Mwingi leaders praise pupils for exemplary KCPE performance

Several leaders from Mwingi North Sub County have congratulated their childrens' top scores in the recently released national exams.

Kitui Chief Officer for Trade and Investment Stephen Makau Musili alias Kivunzi's daughter scored 415 marks. Makau Cecilia Ndanu scored an A in all subjects except Science.

John Makau, a lawyer, has a reason to smile today. Her daughter Faith Mwende Muneeni emerged victorious in the KCPE by scoring 408 marks.

Eng Patrick Muthui Mwangangi alias Irianga, a Mwingi North politician is proud his son emerged among the best in St Gabriel boarding school in Mwingi town. The young man was the head boy, according to a source MWINGI TIMES interviewed for this story. His school was the best in Kitui County with a mean score of 397.400 marks.

Master Stanley Mumo Muthui attained 409 marks.

While congratulating his son, the father said that he will be able to pursue his dream career of becoming a lawyer after studies. "Congratulations to my son. Congratulations!! Mwanaa Irianga. Lawyer direct."

Irianga vied for Mwingi North MP on ODM party ticket in August 2022 and lost.

Mutua Venus Mutethya, a former Mumoni Ward MCA Johnson Kanandu's daughter scored 392 marks.

Emotional send off for AIC Pastor Muli

Africa Inland Church (AIC) Kitui Township pastor-in-charge Rev John Muli on Sunday led an emotional service and a party for his retirement, with some breaking down in tears of joy and happiness.

It was a Sunday service like no other at AIC Itiko, Kalitini location in Mui ward, Mwingi Central in which Rev Muli was escorted to the church for a send-off of prayers by hundreds of faithful at the end of his 40 years as a cleric at the church’s altar.

Tears dropped as both faithful from AIC Kitui Township and AIC Itiko, backed by some villagers, when the latter's church pastor John Vungo welcomed Rev Muli to the same church he began his service in 1983.

The service was also attended by area MCA Kiteme Muthami, Chief Mary Mwende, a family spokesman Elijah Mukunzwa among other local leaders.

Vungo told the enthusiastic congregation that “a man shall return to the same soil he came from.” He then asked Rev Muli’s successor, Rev Titus Masya, to preside over the programme and invite the retired cleric to speak to the faithful.

When he rose to speak, many worshippers were overjoyed by his parting message with some whipping out tears with hand clothes and soft papers.  

The 70-year old pastor thanked God for His providential arrangement of circumstances during his tenure of service.

He said it was by coincidence that President William Ruto and his Deputy Rigathi Gachagua came to worship at his church last October 24 when he was about to begin his retirement journey.

Rev Muli moved the congregation into laughter when he said he innocently touched the president’s spirit when he used the random chance to whisper loud that a car was his priority as he leaves church leadership.  He reminded the church of the book of Romans 8:28 in Holy Bible which says “All things work together for the good of those who love God and are called according to His purpose.”

On Sunday, the church handed over a new Toyota Hilux Pick up to pastor Muli as the retirement package.

Ruto was moved by the pastor’s charismatic leadership in the church by elevating spiritual and structural developments during his tenure.

Rev Muli likened the President’s car gift as a sign of how God works in His miraculous ways to prove His faithfulness to His servants. He termed the gift as a surprise in his lifetime.

Quoting a verse in the Bible, the pastor urged Christians to keep praying, encouraging them that there is nothing impossible from God. He said it sounds unmanageable that today as he goes home for retirement, he is not only going driving a new car but a big and magnificent one.    

“This is an extraordinary act. In it, I see the mighty hand of God and His magnitude. The President has served God through this act and he (President) won’t be needy because of awarding me this exclusive car. I dedicate him (Ruto) to God’s of Heavens to guide him to keep serving tirelessly,” the pastor said in his earlier message when he received the car.

The cleric termed his dream and mission completed after his 40 years of service as an AIC pastor.

He said as a young pastor he began his service at his AIC Itiko home in Mwingi Central in 1983 where he served for five years before being transferred to AIC Kitui Township in 1988.

“As I go for retirement, I can say without any iota of doubt that I am leaving a happy and accomplished church at AIC Kitui Township. I go home as happy man ever,” the cleric gave his parting shot to the thrilled congregation.

Reading from Hebrews 6: 9-12, the cleric said God is not unfair that He will forget the work “you did or the love you showed for Him in the help you gave and are still giving to fellow-Christians.” He cautioned the church against abandoning the faith.

The church minister said he grew up from a humble beginning where he worked as a shamba boy looking after cattle at home. He initially taught as a primary and secondary teacher before receiving God’s calling and joined Bible Theological College in 1979.

New CASB-Kitui members sworn in

Two members of the Third County Assembly Service Board of Kitui (CASB) have taken an oath of office.

Ms Ruth Nzambi Joseph and Mr Wilson Muange Musyoka were approved by the County Assembly of Kitui on November 23 2022 after successful interviews which concluded on November 18 this year.

Another new member of CASB-Kitui is County Assembly of Kitui Speaker Kevin Kinengo Katisya who is the Chairperson of the board. 

Chuluni Ward MCA Mathew Ngovi Vuthi has been appointed the Vice Chairperson. He will be representing the Majority party (Wiper) in the Board.

The other member of CASB Kitui is Ikutha MCA Hussein Mwandia who represents the Minority party.

The Board is now fully constituted.

Speaker Kevin Kinengo Katisya congratulated the newly appointed members of County Assembly Service Board -Kitui.

MWINGI man stealing a ride dies as truck overturns

A 25-year-old resident from Mwingi died when a truck ferrying bags full of cement lost control and veered off the road.

Police said the deceased was identified as Kimanzi Musyoki aged 25 years old.

The truck was carrying cement coming from Nairobi heading to Mwingi general direction according to area police boss.

The incident occurred today at around 1.15pm along Mwingi-Thika road in Tulimani area.

The 51-year-old driver Juma Saidi Makhoha sustained injuries on the head while the turn boy Mr Ali Mursal was injured on his left leg. 

Confirming the incident, Mwingi OCPD Peter Mutuma said, "the injured were rushed to Mwingi Level Four Hospital and the body was moved to the same hospital mortuary awaiting post-mortem."

Mwangea Bodaboda rider loses motorbike while crossing flooded river

A Bodaboda rider in Mwangea location, Tseikuru district was nearly swept away by ragging floods as he tried to cross a flooded section of the Mwangea river on Thursday at around 5pm.

Muimi wa Kyoa had bought the motor using a loan was still repaying for it. Sources told MWINGI TIMES he had a pending balance of KSh 30,000.

The river had a deep end where the man was swept into. His motorbike was damaged and swept away. It took a tractor driver to pull some remaining pieces of the machine which we understand was initially stuck in the mud before it was swept away.

To underscore the force of the water flowing in the river, Mr Peter Mwandikwa, a witness told our reporter that the man was undressed by the water. “He had no pieces of trousers when he was saved by good Samaritans.”, he said.

Earlier in the week, Kenya Meteorological Department had forecast heavy rains across many parts of Kitui County. Mwingi North was part of the areas expected to have plenty of rains.

Kitui Governor Malombe signs KSh1.1 Billion joint work plan with USAID

Kitui Governor Dr Julius Malombe today signed a joint work plan with the USAID’s Mr. James Flock, the Chief of Party, Resilience Learning Activity (RLA).

The joint work plan between the county and the USAID implementing partners among them Resilience Learning Activity, 4Better Health Program, USAID Advancing Nutrition, World Food Program (WFP), World Vision, Afya Ugavi has a total budget of KSh. 1, 110, 593, 444.

The first phase of the joint work plan workshop was held on May 24-26, with the second phase on October 25-26. The Joint work plan validation meeting was held on November 15, 2022.

To facilitate the co-implementing and joint monitoring of activities, the county and the USAID will continue conducting regular monthly and quarterly progress review meetings.

In this working arrangement only, the county will contribute KSh. 742, 436,564 with the other USAID partners contributing KSh. 368, 156, 880.

This will be used in co-implementing activities in the sectors of agriculture, water and livestock, trade, industry, MSMEs, Innovation and Cooperatives, Education, Training and skills development, Finance, Revenue management & Economic planning, Governance, Culture, Gender, Youth, Sports, ICT and social services.

No justice for Mutomo boy beaten with club

A class eight pupil from Kandae Primary School which is in Mutomo Sub County, Kitui South is battling a painful journey of recovery from injuries he sustained after he was beaten by his cousin by the name Daniel Nyaga. 

A police OB slip from Mutomo Police Station where one Daniel Nyaga allegedly beat up his cousin using a club severely injuring his head, chest and private parts.

The boy who is sitting for his final exams this year met the cruel treatment where he was restrained into a room and hit with a club on his head, chest and his private parts by his cousin who sources said they live in the same homestead.

After the incident the boy's mother Anna Kakuu took him to the chief's office to report the matter first but the administrator observed the condition of the mother’s son and ordered her to take case to the police. 

Anna took his child to the public hospital where he was examined and later in the day, got referred to Mutomo Mission Hospital for further check-ups. He got the medication and was discharged to go home.

After four days of agony, the boy got back to the hospital but first he went to the police station and got a stamped document which is an OB (Occurrence Book) then proceeded to the hospital.

The boy went through the surgery in his private parts and got admitted in the Mutomo Mission Hospital for a week where he was discharged later issued with other doses to relief the pain.

He went on crying due to the severe pain for some days without going to school. This forced him and his mother to go back to the hospital for further medication and was referred to Kitui General Hospital which is in Kitui town. His mother took him there. The health officers worked out his condition and issued him some medicines and they went back home. 

One week ago, the boy was still in pains but under a better medication where he was able to attend his classes in school since this month started.

The young man was given time to heal so that the case can be taken to court. The case is under police investigation whereby the accused person has not been taken to face the law.

"After they got out of the house his (son)mouth was bleeding but I didn't give it attention. After showering he explained to his aunt that Dan had harmed him and he complained that he was in pain. That is when I took him to the area chief and he told me that is a police case. He called a member of World Vision in the area who helped me to take the matter to the police and they gave us an OB letter. Then we went to the hospital but the police told me to wait until my son is well then, I can go to proceed with the case” the boy's mother explained.

Rise in defilement, teenage pregnancies in Kitui County worry stakeholders

Anti-Gender Based Violence (GBV) crusaders in Kitui County have decried increasing cases of defilement and teenage pregnancies.

Anti-GBV stakeholders drawn from various government departments in Kitui County attending the county GBV meeting to sensitize them on alarming local GBV cases.

The crusaders regretted that 80 per cent of the GBV cases reported were of defilement in nature and there was a need for urgent intervention to save the underage girls from sexual abuse as well as from becoming mothers at a tender age.

The crusaders were speaking on Monday November 21 during a forum to sensitize anti-GBV stakeholders drawn from various government agencies on the alarming vice held at Kenya Forestry Research Institute (Kefri) in Kitui town.

"GBV cases reported are increasing at a rate of 12 per cent yearly with over 80 per cent of cases being defilement followed by domestic violence and assault among others cases," Kitui County Director for Gender Affairs Luciana Ndila expressed concern while speaking during the meeting organized by State Department for Gender. 

Ms Ndila lamented that local communities were insensitive to GBV crimes being committed in their respective areas.

According to the county health data presented during the meeting, there were 4128 cases of teenage pregnancies of young girls of between 9 years to 17 years as the data compiled from June 2019 to January this year across the county revealed. "We need to discuss the matter urgently and with much sensitivity so as to comprehend what we are doing wrong and what we should do right.” advised Ms Ndila.

Justice for victims

The meeting further regretted that out of the alarming cases of reported teenage pregnancies very few cases were prosecuted. This curtailed justice for the victims of the abuse.

According to the report, only 27 cases of defilement from across Kitui county are in court. The youngest victim was aged 4 years while the oldest was 17. The 27 cases as per regions includes one from Mwingi North. Kitui Central had nine cases. Mwingi Central and Kitui South had five and six cases respectively. 

Others are Mutula village which had two cases while Kwa Vonza, Kanyangi and Kyusyani regions had two case each.

The stakeholders meeting blamed illiteracy for contributing to the increasing vice and especially among rural areas folks, observing that the vice was mainly happening at the grassroots in the rural areas.  

The stakeholders lamented that due to the illiteracy and low level of education, Majority of victims GBV are unaware of their rights and even how respond on GBV cases. 

The forum decried that due the illiteracy most cases were either settled through cash compensation between parties concerned with the least amount being KSh40,000 while other cases end up at Kangaroo courts leading to perpetrators to evade judicial justice.

JUST IN: Suspected bandits fire gunshots as Kindiki addresses Mandongoi locals

Gunshots were heard as Interior CS Prof Kithure Kindiki addressed residents of Ngomeni ward in Mwingi North.

The CS met the locals at Mandongoi Primary School.  His visit came following escalating incidents of deaths caused by Somali camel herders who have been roaming the area along the volatile Kitui-Tana River border.

The CS was accompanied by Kitui Senator Enoch Wambua, area MP Paul Nzengu among other leaders.

Middle-aged man killed by camel herder

 A middle-aged man was killed by suspected Somali camel herders on Monday. The killing happened at Wikithuki area of Kyamalutu village, Usueni location in Tseikuru district, according to sources.

A source told MWINGI TIMES that Musee Maliku Mati was killed by an alleged bandit yesterday. 

Another man was injured and taken to hospital. His name was not given by the time we went to press.

In a phone interview with MWINGI TIMES, a local administrator said "please wait I will confirm with you shortly". 

Residents took to social media on Monday night to condemn the killing. Musee Kumanda, a resident wrote, “Very sad news at Wikithuki”. His post attracted comments calling for security to be beefed up in the area.

One user calling himself Jac Tomlin said “One murdered. The other escaped with injuries”.

Local elected leaders have remained mum over the deteriorating incidents of insecurity in Mwingi North.

Jonathan Mueke nominated Sports PS

FORMER Nairobi Deputy Governor Jonathan Mueke has been nominated by President William Ruto as the Permanent Secretary Sports and The Arts. He is among 51 PSs nominated by the Head of State.

Mueke unsuccessfully vied for Kitui governor seat on UDA party ticket. He was the third in the race after governor Dr Julius Malombe and former senator David Musila.

In a press release signed by chief of staff and head of public service Felix Koskei, another notable face appointed as PSs was Veronica Mueni Nduva for State Department for Gender and Affirmative Action.

Other accounting officers who have made a comeback are ex-Langata MP Nixon Korir as Lands and Physical Planning PS, Dr Belio Kipsang as PS State Department for Basic Education.

Scholar Prof Edward Kisiangani will be State Department for Broadcasting and Telecommunications PS.

Koskei said the names were sent to the National Assembly for consideration and approval in accordance with the Public Appointments (Parliamentary Approval) Act No. 33 of 2011.

President Ruto’s number of PSs is bigger than former President Uhuru’s that was pegged at 42. The taxpayer will part with more than KSh321 million in payment of salaries to the new president’s PSs.

Parliamentary Committee rejects Penina Malonza’s nomination to Cabinet

National Assembly’s Committee on Appointments has rejected Peninah Malonza’s nomination by the President William Ruto as CS for Tourism and National Heritage.

Hon Penina Malonza. She has been rejected by the Committee on Appointments of the National Assembly. President Ruto had nominated her as CS for Tourism and National Heritage.

This is according to a report tabled by the Leader of Majority Kimani Ichungw’a. The committee has given a nod to all the rest of the other nominees.

Ms Malonza had pledged to restore Kenya’s reputation as one of the best tourism destinations in the world.

However, the National Assembly Committee on Appointments appeared to criticize her on her relationship with the then governor Kitui County. She told her committee that her remarks were taken out of context.

Malonza was the pioneer deputy governor of Kitui County serving under the then Governor Dr Julius Malombe who is currently the governor of the county serving his second and final term.

The committee said she had “made unpalatable remarks while addressing the public in Kitui County”.

In disqualifying her the committee said that Penina Malonza did not demonstrate knowledge of topical, administrative and technical issues concerning the Ministry of Tourism, Wildlife and Heritage.

“Consequently, the nominee lacks requisite abilities and expertise to serve as the Cabinet Secretary for Tourism, Wildlife and Heritage”, said the report by the Committee on Appointments on page 109.  

 Separately, Kibwezi West MP Mwengi Mutuse said he will move an amendment to the motion to ensure Malonza’s name is included in the list of approved nominees.

Led by National Assembly Minority Leader Opiyo Wandayi, Azimio-One Kenya coalition members of the committee gave a dissenting opinion over two nominees who went on to be approved by the House.  The nominees were Aisha Jumwa and Mithika Linturi.

Other dissenting members were MPs Robert Mbui, Junet Mohammed, David Pkosing, Naisula Lesuuda, Mishi Mboko, Abdi Shurie and Caleb Amisi.

They accused Linturi of having questionable academic qualifications including the elusive Indian university degree which could not be traced.

The Opposition committee members also held the minority view that the attempted rape charges of January 30, 2021 “are so grave as to demean the office which Hon. Linturi has been nominated, notwithstanding a subsequent move to have them dropped”.

On Hon Aisha Jumwa, the dissenting opinion legislators shed light on her pending murder case.  The committee, notwithstanding, agreed that she should not be denied an opportunity to serve under the principle of presumption of innocence until one is proved guilty.

The dissenting members disagreed with the majority stating that they held a strong view that the principle of presumption of innocence until proved guilty should not apply in situations of appointment to a high public office such as that of a Cabinet Secretary.
