The bill is sponsored by Senator Beth Syengo. It seems to promote a globally competitive cotton industry by facilitating the production, value addition as well as safe and healthy cotton and cotton products, said the Parliament of Kenya on its Facebook page.

Further, the Cotton Industry Development Bill seeks to promote the production of high income for cotton farmers and business people as well as sustained research and extension services for the development of the cotton industry.
